If desired, start rice cooking according to recipe.

In a small bowl, SPRINKLE beef with pepper; SET aside.

In a small mixing bowl, COMBINE lime rind and juice, sugar, sherry, soy, ginger and garlic; SET aside.

In a large electric skillet, HEAT oil to medium high.

ADD beef; STIR-FRY for 3 minutes; ADD onion, carrot and pepper; STIR-FRY for an added 3 minutes.
6.
ADD lime and seasoning mixture; STIR-FRY until mixture boils.
7.
In a small mixing bowl, combine cornstarch and water; STIR into beef and vegetables; bring to a BOIL, STIRRING constantly.
8.
Continue STIRRING for 1 minute while mixture boils; REMOVE from heat.
