In a small mixing bowl, STIR together brown sugar, soy sauce, sesame oil, ground ginger, pepper flakes and black pepper.

In a large electric skillet set at medium heat, STIR-FRY ground beef and garlic until beef is no longer pink, about 8 minutes.
3.
STIR sauce into cooked ground beef, HEATING through.
4.
SERVE over hot cooked rice, garnished with green onions and sesame seeds
