In a large Dutch oven over medium-high heat, BROWN the sausage, STIRRING frequently; REMOVE sausage; SET aside; DRAIN fat.

ADD vegetable oil to Dutch oven; ADD onions and garlic; SAUTE for 5 minutes.
3.
RETURN sausage to Dutch oven; ADD beef broth, water, wine, tomatoes, carrots, celery, basil, oregano and tomato sauce; BRING to a boil, STIRRING.
4.
REDUCE heat to low; SIMMER for 30 minutes; SKIM any fat on the surface.
5.
ADD tortellini; SIMMER until tortellini is fully cooked, about 10 - 15 minutes.
6.
POUR into individual bowls; GARNISH with Parmesan.
