In a large saucepan, MELT butter over medium-high heat.

WHISK in flour, chives, paprika, mustard, salt and pepper; COOK, whisking constantly, three minutes.
3.
Gradually ADD broth and half-and-half; COOK, whisking constantly, until smooth.
4.
ADD cheese, garlic, caraway seeds, basil and dill weed; REDUCE heat to low; COOK, whisking constantly, ten minutes.
