BRUSH chicken with oil; GRILL over medium heat (or BROIL) until cooked through, about 7 minutes per side, turning once.

ARRANGE romaine, green onion, red onion and cilantro on individual salad plates.

Prepare dressing by COMBINING vinegar, oil, soy sauce and pepper flakes; SHAKE well.
4.
PLACE chicken strips on bed of greens; DRIZZLE with dressing.
