In a large, resealable container, COMBINE the flour, salt, black and red pepper with the desired combination of spices; SEAL; SHAKE well.

ADD potatoes; SEAL; SHAKE to coat.

In a small mixing bowl, COMBINE melted butter, olive oil and minced garlic; POUR into a 13-in x 9-in x 2-in baking dish; STIR to coat dish.
4.
ADD spiced potato mixture; SPREAD evenly; COVER; BAKE at 450° for 20 minutes.
5.
UNCOVER; STIR; BAKE until potatoes are lightly browned and tender, about 15-20 minutes longer; DISCARD bay leaf.
