In a large bowl, COMBINE flour, sugar, orange zest, baking powder, salt and baking soda; CUT in butter until the mixture resembles coarse crumbs; SET aside.

2.

In a small bowl, COMBINE cranberries, orange juice, cream and egg; ADD to flour mixture; STIR until a soft dough forms.

3.

On a floured surface, gently KNEAD dough 6-8 times; PAT dough into an 8-incircle; CUT into 8 wedges.

4.

SEPARATE wedges; ARRANGE on greased baking sheet; BRUSH with milk; SPRINKLE with remaining sugar.

5.

BAKE at 400° until lightly browned, 12-15 minutes; REMOVE to a wire rack.

6.

COMBINE glaze ingredients; DRIZZLE over warm scones.
