Base

PREHEAT oven to 350F.

MIX all seven base ingredients together and pour the batter into a greased 9x13-inch baking dish.

BAKE for 25-30 minutes; COOL.
Second Layer
1.
MIX the three second layer ingredients and SPREAD on cooled base.
2.
SET cake in refrigerator to chill.
Glaze
1.
MELT chocolate chips and butter together in microwave.
2.
STIR well and refrigerate for 15-20 minutes or until it reaches spreading consistency.
3.
SPREAD over top of cake and let SET until firm.
4.
CUT into bars.
