In a small bowl, MIX oil and garlic; ADD to a large saucepan over medium high heat, ADD chicken and onion; SAUTE until chicken is no longer pink.

ADD beans, broth,chilies, salt, cumin, oregano, black pepper, and cayenne pepper; SIMMER, uncovered, for 30 minutes.

REMOVE from heat; STIR in sour cream and whipping cream.
