REMOVE tough outer leaves from cabbage; CUT into six wedges.
2.
In a buttered 3-quart casserole or dutch oven, PLACE wedges; ARRANGE onion, ground beef and rice between wedges.
3.
COMBINE tomatoes, water and seasonings; POUR over casserole.
4.
COVER; BAKE at 350 F for 1 1/2 hours.
