BROWN beef in large skillet or Dutch oven; DRAIN grease.

ADD onions, cabbage and celery; COOK and STIR until light brown (add 1 tablespoon of water if too dry).
3.
STIR in tomatoes, beans, water and seasonings.
4.
HEAT to boiling; REDUCE heat and simmer 10 to 15 minutes to blend flavors.
