TRIM and WASH broccoli; CUT into spears.

In a small amount of boiling water, STEAM broccoli until just tender, about eight minutes; DRAIN; RESERVE to serving dish.

In a small saucepan, COMBINE orange juice, orange rind, lemon juice, garlic salt and garlic powder; STIR well.
4.
COVER; COOK over medium-low heat ten minutes.
5.
REMOVE from heat; WHISK in vinegar and oil; POUR over reserved broccoli.
