ADD garlic and ginger; COOK one minute, STIRRING.

Increase heat to medium-high; COMBINE water with raisins and nine remaining seasonings.
4.
STIR seasonings into skillet; COOK two minutes, STIRRING frequently.
5.
STIR in meat and additional water; REDUCE heat to low; COVER; SIMMER 35 minutes, STIRRING occasionally.
6.
Meanwhile, COOK rice according to package directions.
7.
UNCOVER skillet; increase heat to medium-high; COOK until sauce thickens and meat is tender, about six to eight minutes.
