In a medium sauce pan over medium heat, COOK potatoes in broth until softened, about 15 minutes; PUREE.

2.

Return puree to sauce pan; ADD milk, STIRRING, until consistency of a thick soup.

3.

STIR in butter and chives; bring to SIMMER; REMOVE from heat.

4.

ADD sour cream, salt and pepper.
