PRE-HEAT oven to 325°.

SPRAY large oven-proof Dutch oven with cooking spray; PLACE beef cubes in Dutch oven.
3.
Over medium heat (350°), BROWN beef on all sides by STIRRING occasionally; ADD vegetables, broth and wine.
4.
STIR flour into cold water; ADD to mixture.
5.
COVER tightly by putting foil over top of Dutch oven before setting on lid.
6.
BAKE until meat and vegetables are tender, about 2 hours.
