In an electric skillet set to medium high, HEAT oil; STIR-FRY beef strips until cooked through, about 4 minutes; REMOVE beef; SET aside.
In a small mixing bowl, STIR together oil, garlic and ginger; ADD to skillet; STIR-FRY for 30 seconds; ADD water; bring to a BOIL.
ADD noodles (broken into pieces), broccoli, carrots and seasoning packet from noodles.
Bring to a BOIL; REDUCE heat to simmer; SIMMER until noodles are tender and most of liquid is absorbed, about 3 minutes.
RETURN beef to skillet; HEAT through; SPRINKLE with green onions.
