In a large shallow dish, WHISK together oil, garlic, sugar, sherry, sesame oil, pepper flakes and salt.
ADD steaks; TURN to coat; COVER; CHILL 1 hour, TURNING once.
REMOVE steaks from marinade; DISCARD marinade; SPRINKLE steaks with salt and pepper.
GRILL steaks over medium high heat, about 7 minutes per side.
PROCESS cilantro, garlic, jalapeno, oil, soy sauce, lime juice and sesame oil in a blender until smooth, about 20 seconds; SCRAPE down sides to blend all ingredients.
Serve steak with herb sauce on the side.
Use a boneless beef cut, about 3/4" thick. May use strip steak, tenderloin, or the like. Cut if needed before grilling so that there is one steak per serving.
