1.

In large frying pan over medium heat, COOK beef until browned; REMOVE; POUR off most of the drippings.

2.

ADD onions, bell peppers, garlic, salt and pepper; COOK until soft, about 15 minutes; REMOVE to bowl.

3.

RETURN meat to skillet; ADD tomatoes, vinegar, cumin, oregano, salt and pepper.

4.

BREAK up tomatoes with a wooden spoon; SIMMER 10 minutes.

5.

LINE bottom and sides of a 2-quart baking dish with 4 tortillas.

6.

PUT in half the meat and TOP with half the onion mixture; COVER with 2 tortillas.

7.

REPEAT layering of meat and onion mixture.

8.

SPRINKLE with cheeses; TOP with jalapeno pepper rings.

9.

COVER loosely with foil; BAKE 20 minutes at 350° F; UNCOVER; BAKE 10 minutes longer.
