In a small mixing bowl, combine cornstarch and water; STIR into beef and vegetables; bring to a BOIL, STIRRING constantly.
Continue STIRRING for 1 minute while mixture boils; REMOVE from heat.
SERVE over hot rice, if desired. Garnish with lime slices. Use salt and hot sauce (such as Sriracha) to add zest.
