In a medium saucepan, COMBINE sugar and cornstarch; STIR well.

Gradually ADD water, STIRRING until smooth; STIR in vinegar and oil.

3.

COOK over medium heat, STIRRING constantly, until thickened.

4.

ADD beets, salt and pepper; COOK until thoroughly heated, about ten minutes.
