In a medium mixing bowl, STIR together oats and buttermilk; let stand for 1/2 hour.
STIR oil, egg and brown sugar into oat mixture.
In a small mixing bowl, MIX flour, baking powder, baking soda and salt; ADD to oat mixture and STIR.
POUR mix into a greased and floured 8 1/2" x 4" baking pan.
BAKE at 350° until done through, about 60 minutes.
